Russia is playing the same role she did prior to the Korean war - encouraging the dictator in North Korea.
Russia can be expected to do as it did should hostilities break out in Korea again - hope that China steps in and puts the U.S. and China in conflict. Russia’s border with North Korea is tiny compared to China’s border with North Korea, so Russia knows U.S. military action with South Korea will be more China’s business than Russia’s; so why not help North Korea instigate trouble that won’t cost Russia much.
