There are elder abuse laws in many states now that do not require the person be declared incompetent.

Yup,I understand that.However I wonder if such laws would apply here.As I said before I think a lawyer should weigh in on this to see what recourse,if any,a person in this country would have in a situation like this.

All it would take is someone to report it. Under the laws, the report has to be investigated. If credible abuse exists, the elder person will be supported. This includes all matters financial.
