"Whatever is necessary" means saying the talk is off the record, and then using it anyway.

If the MSM doesn't disavow this, they are all tainted by it. We already have ABC refusing to divulge the sources who burned Brian Ross; will they defend lying about off the record talks, too?

I am both fascinated and sincerely annoyed that people in the White House would even consider talking “off the record” with anyone from the media. Even friendly “journalist”.
