It sure is and the new American embassy is in the middle of not exactly nowhere, but in a weird place and NOT a handy one, for American tourists. Looks like about a ten minute ride upriver by water taxi from Westminster, so not too bad. I don't know what the impetus was to relocate in the first place, but perhaps this new site is better able to be firmly secured.
