Actually true but the payment by Republicans was for ordinary oppo research and had nothing to do with Russians or FusionGPS. WaPo folks are wordsmiths and masters of saying something literally accurate but misleading.

This is what all swamp media did when Fast and Furious became known. Their "news" stories always began with ....Bush had a similar program. Of course they did not mention that Bush2's program ended quickly when they realized that the guns could not be traced immediately leading to arrests of bad guys.
