Seriously, either Israel or professional proxies should take on the task of assassinating such agitators. If possible, they should try to make it look like an accident. If they cultivated a large number of foreign professional assassins, they could easily afford to pay them good wages and bonuses.
It’s a bargain.
And the assassins wouldn’t even need to know that Israel was paying for it.
The important part is that such agitators quickly pick up on the idea that Allah doesn’t seem to be backing their noisier peers, which subconsciously or consciously encourages them to tone down the rhetoric.
For the most obnoxious of the group, a little extra effort should be made to make their demise embarrassing, either directly or by rumor. Ruining the reputation of those held up as righteous can have an erosive effect on their followers.
