Its a fitting tribute to the Rev. Graham, known as “America’s Pastor.”

Only a head of government can lie in state. There is also lie in repose.
All pretty much means the same stuff.

lying in state He will not lie in State. He will lie in honor. There is a difference in protocols, and the former is for Govt. Officials and Military only.
