Lasers and other energy weapons would be an effective countermeasure. Missiles are still dinosaur technology in the grand scheme of things.
IMO, such a public admission like this is a bluff to give the enemy false confidence and less will to develop more weapons.

I am the father of the modern US hypersonic movement. We had the chance to be much further ahead than we are now (for the usual reasons).
Hypersonic weapons do have the capacity to change warfare as we know it. The Chinese are displaying 20+ year old SWIRV technology. The Russians are boasting about two items: A hypersonic glide reentry vehicle (large down range and cross range capability makes it harder to predict and engage). I don’t think they are at the practical level yet. The other is just what I call a poor man’s hypersonic weapon (all rocket powered). They have focused on nukes. That is not what makes it revolutionary.
By the way: The hypersonic explanation was terrible.
Mach 5 is the threshold for hypersonic. Hypersonic weapons are a real bitch to stop. That is one part of the allure. Conventional versions use kinetic energy as the primary kill mechanism.
I would think the more than a few Boomers off their coasts with up to 192 mach 24 trident II warheads and a 7,000 mile range may keep them worried.
And, of course, Russia and China were working to develop new nuclear delivery systems while the idiot Obama spent eight years pretending he was achieving some sort of mutual disarmament.
Maybe running UNIX without the BSOD issue?
