"He should have been shot." He was. And it was a good shoot. In a whole lot of places I've been, an armed citizen would have shot him before the police got there and been fully justified in doing so.

The emphasis is should have been shot and it was justified. When I lived in Philadelphia, the crazy black homeless and/or addict could come at people at any time. This is not racist but reality.
