If Trump fires Sessions, then Mueller will no longer report to Rosenstein because the new Attorney General will not be recused, therefore Mueller will now report directly to the new Attorney General who will (hopefully) be able to contain Mueller and not approve broad expansions of his investigation the way that Rosenstein is.
