They could impeach them and even if the Senate refused to remove, Trump could use that as the excuse to fire Rosenstein and Wray and take out Mueller at the same time. Trump could cite Congress’s lack of confidence in Rosenstein. The congress would dare not try to impeach Trump due to their own efforts to impeach Wray and Rosenstein!
