Based on the map it looks like libs would control the new northern state and the coastal state. How is this a win for anybody but the rats.
Actually, it's pretty fair overall. The districts will not change, so the House stays as-is. The Senate now has 2 permanent D votes. In that 3-state plan, as you note, one would lean Right, and the other 2 Left. Thus, the Ds would get 4 Senators, and the Rs would get 2... each side goes +2. Overall, not terrible.
