When the evidence is presented to a Grand Jury, they make the decision the indictment according to the statute and precedence. Precedence that is set by trials.But Gowdy may be correct that nothing will happen to Comey. Who will "convene" this grand jury?

That’s a given. Even if they did convene one and he was indicted, he’d be dead by morning. Home invasion or a suicide. Take your pick.
