Trump will not sign the bill and they don't have enough votes to override. So what is the point of this? Why are they wasting their time?

It would give a special counsel an "expedited review" of their firing. If a court determines that it wasn't for "good cause" they would be reinstated.

So, the legislative branch is going to empower the judicial branch to over turn the decisions of the Chief Executive. I think even Kagan and Sotomayor can see the problem with this.

United States, 272 U.S. 52 (1926), was a United States Supreme Court decision ruling that the President has the exclusive power to remove executive branch officials, and does not need the approval of the Senate or any other legislative body.
