That ignores the normal QC procedures that all food industry businesses have to go through. You take random samples. You can’t check every one of anything. But a random sample will usually uncover any problems.
The key point here is that these vegetables were not going through approved channels. They were going to bypass all of that.
They were being smuggled...nobody does QC on smuggled product!
