DiGenova is right. Wray does not appear to be a leader. And, in this lack of leadership, he is much like Sessions.

I guess no one wants to be the first to stick their neck out, in case the rest chicken out, and leave them out to dry. Government officials have lived in oppressive fear of politically motivated firings and prosecutions for years, under the Obama regime. The survivors are naturally wary.

Once it is clear that the oppressors no longer retain the power strike back (like having Mueller and Rosenstein, the media, and the prospect of re-taking Congress/impeaching Trump), we will probably see a bunch of people pile on, to kick them while they are down.

It also makes sense to keep witnesses safe from retribution or pressure, until you are actually prosecuting the wrongdoers. No need to burn those good FBI agents prematurely. When the time to strike comes, that is the time to unveil them.
