A year or two ago the State of Connecticut started talking about enacting a special tax on Yale's huge endowment.Soon after I heard a story that Florida officials were trying to lure Yale to move down there!

I don't know if letting people work remotely would help. I'm fortunate in that I work for a large company but I get to work remotely as a contractor. Some companies just won't allow it.
