Because utilities are regulated, they are only allowed to make a certain profit. When a cost goes down they are legally required to pass the reduction to the customer. And sometimes it can be retroactive.

I’m in the industry.

Because our electric power supplier wasn’t on the list,I’m pretty sure they would say there was “extra cost” involved that they didn’t pass on to the consumer. Yeah,”extra costs”= rounding out the city slush fund. Nothing but legalized thievery.
