She violated her own departments policy by telling the responders to stage, rather than going in. In the agency i worked for, violation of policy without reasonable cause was grounds for dismissal.

I couldn’t agree more and in this case it’s possible, maybe probable that screw up cost lives.
She’s a protected class.
