The past practice has been that IG reports refer serious law-breaking to prosecutors while the investigation is underway, as violations are uncovered. They do not wait until the report is finished and published. That’s been the practice, and seems like the proper thing to do.
Correct. McCabe was recommended for indictment. I don’t know how long it takes from the IG recommendation, to a actual indictment.
