That saying gets everybody twitterpated here, but it’s retarded, and a joking translation of a cynical Russian proverb. If you run around and have to verify everything someone does, that is not trust. If you trust someone you don’t need to verify. It would make more sense to say we don’t trust them, and we will verify everything they say

I don’t see the conflict. Trust is defined in the dictionary as “firm belief in the reliability, truth, ability, or strength of someone or something.” Belief is not the same as knowing with certainty. A supervisor trusts valued subordinates but verifies their work periodically. Where’s the retardation?
