When I lived in Spain, 1981-82, I had many educated friends in Madrid who were not at all fond of the ‘Moros’, and, without shame, described themselves as ‘racist’. By that they simply meant that they were cognizant that their culture and society were superior to that of the Moros, and that they did not want to see more of them in Spain..
It does seem that either the citizenry has changed, or the government is totally out of step with the citizens.
How did they specifically define ‘Moros?’

Spain has been trying hard to funnel them all into northern European countries. Italy was doing the same, but neighboring nations built barriers against Italy doing that and stopped it for the most part. Merkel’s crew in Germany was trying to push Europe to let more of them in, but she’s encountering some domestic political resistance now (thanks to some great Germans who are working hard to put a stop to it).
So, the situation is somewhat reversed now. The new government in Italy is getting with the program and slowing the migration, but Macron in France just blamed Italy for turning a shipload of Africans away. France didn’t quite make it with the last election but will probably come around with the next big election (faction in favor of that there continuing to grow).
Enough of the division between countries in Europe. Such situations are always overly complicated by the time we see information about them.
Here’s the good part. This is the political force behind the recent positive changes in several European countries. It’s one of their projects for publicity, which work has been bringing the political changes in several countries so far.

I too lived in Spain and the Spanish (in the late 90s) prided themselves on not being racist. They would chastise me for being from such a racist country. I’d ask them “let me just check. Would you let your daughter marry a gypsy?” And they would look at me aghast and declare that “That’s not the same! Those people are thieves and liars!” Their big on virtue signaling, underneath the surface though...
