Yep that’s the story. Since they can’t control the Muslims, would violate political correctness to do so, they have to cancel events which bring out the worst in Muslim visitors.

If their viking ancestors were in charge, they would go forward with the festival, pull the perps out of the crowd and ceremonially behead them at intermission time.
They'd have a post concert ceremony of the same if any other savages were caught.
