According to the IG’s testimony, the damning “We will stop it” message "had not been preserved” on the FBI’s “flawed” recording system. The IJ’s people used their own tools to recover a little of the “lost” message trove, got more tools from a private contractor and recovered more, and finally got tools from the DoD which delivered the mother lode. Hence the fact that the offending message was discovered so late.The flaw in the system (from Szrock's (sp) and Mueller's POV) was that Szrock’s (sp) phone was squirreled away more data in it than they realized. To have been as sure of destroying that “stop it” record as they apparently thought they were, they would have had to use Hillary’s hammer on it. Szrock (sp) and Mueller were overconfident, and the IG was diligent.
