Of all the Never-Trumpers, Will was the most vitriolic in his attacks on Trump before the election--and the most smug in his certainty that Hillary would win. Maybe his intense hatred for Trump is behind this argument--he is hoping that if the Democrats take control of Congress they will remove Trump from office in 2019.
Why he hates Trump so much, I don't know. Maybe he feels that, having been born in flyover country, he has to demonstrate his bona fides to the coastal elites.
