If he is allowed to appoint judges does that mean the current ones are subject to salary adjustments for performance—a dollar a year?

Sorry, no one can do that. Article III, Section 1 of the Constitution states judges "shall, at stated times, receive for their services, a compensation, which shall not be diminished during their continuance in office."

You can only impeach a justice/judge that has been nominated by the President and confirmed by the Senate. You can't fire them or reduce their salary.

Now an administrative judge can be fired for almost any reason, so why try the reduction in salary?
