Is this a “major” paper like you’d find in every other state capital? If so,and if it’s true that the paper leans Republican,you’ve got a potentially interesting scenario.

Annapolis is about as major as Williamsburg, VA and roughly the same vintage. It is a small town with a state government with a bunch of Washington and Baltimore suburbs around it. In other words it is neither fish nor fowl as far as being a city. All its suburbs are really suburbs of two other metro areas and the town itself not very big. It is like other “towns” that have been grown over by huge metro areas just a tad too far away to make commuting comfortable but it happens anyway - basically it is a suburb of a suburb.
