According to Rosenstein’s sworn testimony before Congress last week, he is the boss of 115,000.

Rosenstein is the INDIRECT boss of 115K. All US attorneys including Huber report DIRECTLY to Rosenstein.

The DOJ rank and file answer to Rosenstein but Huber was directly assigned by Sessions to the DOJ IG and so retains independence from the DAG.

The Sessions' letter says that Huber reports to Rosenstein and Sessions as appropriate. There is nothing in the Sessions letter that says that Huber no longer reports directly to Rosenstein.

The conflict of interest, not only for Huber but for all of Rosenstein's 115K indirect reports is blatant.

Read between the lines “as appropriate”. Sessions is performing a balancing act.
