The only decent thing to do would be to get the government out of the schooling business entirely, since the government’s employees/systems have no obligation to achieve any results.
A system in which parents kept their own money and bought (or received as private charity) schooling for their children on their own initiative could not be worse than what we have now.
Sell the physical plants and equipment, fire the teachers, dismantle the bureaucracy and remove a major funding source and propaganda tool for the "Ratz!
