Matter of opinion.
Opinions don’t count. The words of the constitution is all that matters; even more than a bad Supreme Court decision.
No, both have that power. Although it was, before Kelo, always assumed that the use eminent domain was only to be used to further an enumerated power. (at least after the 5th was applied to the states) That was a fairly logical conclusion, again until Kelo. My primary point was that just because something is not an enumerated power does not automatically make it a power of the states.
10th Amendment
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
A discussion could be had over to whom reserves a particular power, either the state or the people, but it simply can’t be ignored.
