It only penetrates the ground about 10 feet? 3 meters. >< That occurred to me, too. Probably at least 30 meters.
And the concussion would do tremendous damage.
They didn't write the correct depth.
The weapon will get deep enough to ensure there will be Ground Coupling. With that they can use a much lower yield to destroy hardened underground facilities.

A ground-burst is about the worst thing you can do from a fall-out standpoint. All that material gets chucked up into the atmosphere and eventually blows back on us.

Do you have any idea how many atomics have been detonated above ground on this planet? The number would probably shock you. What fallout issue? Yes film manufacturers had to adjust their practices and x-ray machine technology has had to evolve. And we all get a bit more cancer. But really. A few bombs here or there have not had much impact. Chernobyl did more than most bombs are projected to do.
