The late Chuck Colson, the still with us Marvin Olasky (cf.
here), and a number of other conservative thinkers, have been promoting prison reform for a long time, since before the Reagan administration for Colson at least, based primarily on finding alternatives for non-violent offenders. Get rid of "do drugs, do time" and the prison population could shrink enough to make room for everyone who
is a violent offender, which would make the streets safer and the prison costs lower. Trump, I am sure, understands this.
One of the reason the crime rate rate dropped so dramatically from early '90s on is because of tougher sentencing on drug trafficking and abuses under Reagan.
Going soft on that is as stupid as embracing socialism.
