Look at the last paragraph of Mueller's memo linked above just before the one-sentence conclusion. Here's what Mueller and his pack of dumbasses write in that paragraph:
Based on the defendant’s offense level under the Guidelines, the applicable range for a fine is $500 to $9,500. The defendant provided information about $10,000 in cash he received from a foreign national whom he believed was likely an intelligence officer of a foreign country (other than Russia). The defendant has stated that he kept that money in a safe pending his sentencing in this case and Counsel for the defendant has consented to the imposition of this fine amount.
Forfeiture is not applicable in this case.
In other words, the 10k has ZERO to do with anything as it was BEFORE Papadopoulos worked for the Trump Campaign. The ONLY REASON it is even mentioned in the memo is because it shows he has the money to pay the maximum bogus fine they can throw at him.
The entire 10k issue is a non-issue. Papadopoulos was not outsmarting them, was not being setup by Mueller for the 10k. He simply told the truth to these effing bastards and they leaked it to the press that he was 'money laundering', he was in cahoots with 'foreign agents' who were actually Israeli businessmen. George told them it was 'possible' these Israelis were intel operatives, possible, why did he say this? Because he was trying to show loyalty to his country as they badgered him what contacts, foreign dealings, Russkie contacts, and other assorted bullsh*t questions. So he told them about the Israelis he met BEFORE he was with the Trump Campaign. He told them he met these Israelis, one of whom gave him 10k as part of a business deal BEFORE any connection with the Trump Campaign. They couldn't hang him for it but they leaked it to the press to make George look like a bad guy and to start rumors many of which are propagating on this thread by people that should know better.

But they aren't propagating very far. The MSM didn't pick up on them, only the couple of anti-Mueller sites (Daily Caller and CTH), all the MSM are reporting that he's trying to get no jail time and considering withdrawing his guilty plea.
CTH says: "Papadopoulos was arrested at Dulles International Airport on a return trip from overseas on July 27, 2017"
Why? What for? Well the indictment says he was arrested for false statements that were made six months earlier in his interview in January.
The defendant, GEORGE PAPADOPOULOS, who served as a foreign policy advisor for the presidential campaign of Donald J. Trump (the "Campaign"), made material false statements and material omissions during an interview with the Federal Bureau of Investigation ("FBI'.) that took place on January 27, 2017.
It's odd. So CTH's theory is that they were planning on arresting him for the money, but he didn't have it, so instead the decided to arrest him for the false statements.
CTH also asserts that they questioned him for many hours at this point. The plane arrived at 7:00 PM, he was booked at 1:45AM, almost 7 hours later.
Maybe there is not connection, the FBI had decided to arrest him for his false statements and were just waiting for him to return to the USA to do the arrest. That's certainly plausible.
But, given what CTH is reporting (the guy who gave him the money was a long time CIA asset), his theory is also plausible.
I think you are going a little hard on CTH.

The Dates G-Pop worked for trump are March 2016 until the inauguration. He was not ever given a job in the Trump White House.
Where are you getting your information that G-Pap got the money much earlier, in fact before March 2016? If you are right that is a major screw up in the Daily Caller story.
