During Noor's 2015 psychological evaluation, he self-reported that "... he disliked people, disliked being around people, and was disinterested in interacting with people," according to department documents cited by prosecutors. So why didn't they make him a Department of Motor Vehicles Clerk, a Tax Collector, or a computer help desk technician?

Because the Mayor, City Council and Police Chief wanted to be seen as in favor of diversity and wanted a Somali cop, no matter the outcome.
