The point is that Mueller was in charge of the investigation of 9/11 terrorists. Mueller deliberately lied and covered up involvement of and funding by Saudis.
The fact was hidden because for some reason Saudi Arabia is our "friend". This is for realpolitik reasons which no number of American victims is going to shift our foreign policy.
That's why we need an apolitical fund to provide some support and closure to the victims, and provide encouragement for the administration to work with the Saudis to get recompense.
