This kind of behavior should lead to considering European system of some businesses having buzzer locked doors which are only unlocked after the customer is identified and determined to be acceptable.

That is exactly what happened with Secretary Nielsen. It is not yet known how they found Senator Cruz. The Dallas News reported that it appeared to be after their meal, so there would have been more time then there was for Secretary Nielsen.
Also, it is what the DSA and their related groups have been openly advocating - harassing their political opponents out of the public square in DC.

There is no indication whatsoever that the restaurant had anything to do with the disruptors. Staff can be seen in the video trying to get them to leave, and trying to assist Senator Cruz.
The restaurant appears to be a victim of these hooligans.
Investigate and prosecute the hooligans.
They are paid to be ‘on call’ ...
