Better check the local laws on that. In Maryland, he could have shot her dead (Deadly force in defense of property state).
In other places, you can’t touch the thief first, only in self-defense, although you may impede his egress without touching him.

The idea he is trying to stop her from committing a crime is belied in that he did not call police and in fact attempted to keep her from calling police.
