They are welcome to vote as republicans, but if they wanted run for office, they would not be elected as a republican because republicans rarely vote for Blacks.

OTOH, numerous Blacks get elected as democrats.

Its not just Blacks. Republicans rarely vote for Jews, but there are 20 Jews serving as democrats in congress.

Republicans don't vote for Mexicans, Puerto Ricans, or Asians either.

Republicans don't elect very many women either and women are not allowed to serve as a republican committee chair
