One copy is all that’s needed. I am sure they have copy machines in Congress.
The question is what is in the report, not the number of copies.
Usually it is “you can review it in this room, in the presence of an armed guard. No photos, no notes, you can look but don’t touch. The guard will turn pages. Pretty hard to leak.
