My understanding was along those lines, also. So it's a future political war chest with some slush-fund characteristics (you can always overpay your staff, or have a cushy office).
Since Beto is a young man, any leftover funds will be around for a long time. I wonder, though, what happens to a politicians accumulated campaign funds if he passes? Does it become part of his estate? Does it revert to a Party? Does it go to the government? Because, clearly, it can't be used for anything even vaguely related to its initial use.

That’s good information.
Clearly, it can be abused, with the somewhat sujective interpretation of the “irrespective” test, and a host of other self-dealings, but at least there are some general parameters set on the usage of excess/leftover funds.
