Only certain employees even have access to the safe in the first place, right?

So I’m thinking it had to be a manager or supervisor employee, not just hired help who work there, who did this.

I had the same thought. Who would even know the code to the safe except a manager or someone like that - who should know better than to follow the instructions from a phone call.
