Most truly disabled whom I know have established proof of residency beyond doubt because they are signed up for every special aid program that they can get their hands on. They probably know more about navigating the bureaucracy than your average everyday able bodied schlub.

Would they want to see my soon-to-be-valuable SEARS employee badge? I’ve got that too plus the button from the head of the Hoa Hao religious/military sect in So. Vietnam which he gave me in 1970. Hell, I could be one of their leaders if I wanted too but I’m not into dual citizen. Never registered to vote in one of their elections.
Being a citizen of my Democrat-ruled/ruined state is enough of a burden. You want some stinking taxes bills? I’ve got enough to paper Richmond, St. Petersburg, and Norfolk.
Proof of residency? We don’t need no stinkin’ proof. Obama told us so. Holder told us so. Tom Perez told us so.
