Probably not. Germans are probably fairly judged more harshly for two reasons. According to Rummell, The Germans were the worst in terms of the numbers killed in such a short period of time. They spent about 5 years to reach the numbers they did.
But another issue. Germany and the Germans who did it were not backwards Russians, or nearly primitive Chinese. They were educated, and had every benefit of judeo-christian culture and the enlightenment.
That is why Germany is more harshly judged. The world rightly expected better from a civilized nation.
German and Japanese armies (as Prof Hansen points out in one of his youtube lectures) excelled at one thing above all other armies in world history - killing civilians.
And in terms of sheer numbers of civilians killed versus their own losses, the Japanese Army (thanks to their murder of tens of millions of Chinese) - was actually more “efficient” than Wehrmacht in this regard...
