If she destroys the ballots, then Broward county goes down as not voting for anything. If she simply refuses to release the ballot, the police should take them by force. Either way, she can’t be allowed to win.

That’s not good enough. By now she’s had more than enough time to manipulate the info on the ballots, by destruction and/or creation.
Just deem all Broward ballots as “n-pros” (non-processable). Then either throw out all the ballots, or hand verify every single one. Match name to voter roll. Match address to voter roll. Compare signatures — if they do signatures there. Compare voter to voter rolls in other states where they have property to rule out double voting. The latter could take weeks or months.
By the way, my BIL requested Absentee Ballot from Florida, and they sent him two. He called and told them; it was no big deal. He’s honest, but how many would go ahead and vote twice? Hopefully, they’d catch it later on, but who knows...
