Can the public sue those panhandlers on the street who sometimes bank $400 a day?

I wish we could sue the people that give the panhandlers money. They are just contributing drug and alcohol habits.
If their story is real? I thought of begging when I got divorced and had nowhere to go. A friend let me sleep on a beanbag on the floor of his studio apartment and fed me once in awhile.
