Can someone p,ease explain to me WHY our Army Corp of Engineers AND SeaBees can’t build the wall!!!
The Army Corps of Engineers do not actually ‘build’ anything.
They push paperwork for contractors to perform various projects
like dams, river, port, and harbor dredging, etc.
But they have to be given funding before they can do any of that.
