What about the ferocious dogs running between the two fences beyond the razor wire? If they somehow scale the razor wire fence, let them drop down into fido’s lair. Dogs get to eat what they find.

Concertina wire has been around for ages.
According to Wikipedia it was first used during WWI Source
BTW Fox News showed a video yesterday of some of our troops that are on the border putting the Concertina wire on the fence.
