It never will get to 100% because the government leaders will make sure THEY themselves have plenty to eat.
So they’ll grow fat while the rest of the nation starves.

You’re right. Only 80% of Venezuelans short of food is a failure of socialism. It’s supposed to be 100% - equal misery is their promise and their goal.
