He did a great job. Its almost impossible to keep up but now with the change of house he needs someone with legislative chops. Kelly May have been able to defeat Isis but he couldnt help with Ryan and would not be a match for Pelosi

I don't know much about Pence's Chief of Staff, who is rumored to take the job. He's young and energetic, so there's that going for him. Bill Shine probably has a good handle on communications, but may lack the legislative chops you mentioned.
The presidential assistant who was forced out a year ago for some PC error / anger management involving his wife would be good to bring back. Screw him. Even his wife didn't think he should lose his job because of it.
