I've argued for years that a president, any president, should order the Audit from Hell (Taxpayer Compliance Measurement Audit) for every Member of Congress, governor, committee chairs and ranking members, and mayors, city council chairs, and county council chairs of all local jurisdictions with over one million people. Basically, audit the ranking members of America's political class, across the board and every year. Tell them that this will continue permanently, and if Congress doesn't like the hassle, Congress can pass real tax reform that massively simplifies the system.

Any president who does this will be reelected in a landslide.
